After rule 55 of the original rules, the following rule 55A. It has been added:- “55 a. Arrangements related to the transportation of goods: (1) When the local body carries out the transportation of goods, considering the annual budget release time and the approved budget, the transportation program and cost estimation of the goods should be prepared and delivered in the following manner:-
(a) up to one lakh rupees at a time" through direct negotiation.
(b) up to one lakh and ten lakh rupees at a time from the securities.
(c) By bidding or reduction, regardless of the amount above ten lakh rupees.

(2) The transport rate of the means of transport in use in the district shall be as determined by the Wage Rate Determination Committee of the district at the beginning of each financial year. If there is an unforeseen reason to review the rate in the middle of the financial year, the committee can review it. (3) When determining the transportation wage rate, even within the same district, different wages can be determined depending on the location, condition and level of the road.

(4) According to sub-rule (2) the cost estimate should be prepared based on the rate determined by the rate determination committee of the district.

(5) Transportation according to clause (a) of sub-rule (1) When doing so, it should be done on the basis of the rate determined by the district rate determination committee.

(6) In case of transportation by means other than the transportation means specified by the district rate determination committee, transportation shall be done by adopting competitive means.
(7) The provisions and procedures of rules 55, 59, 63, 64, 65, 66 and 68 shall apply with the necessary modifications (mutatis mutandis) in the case of transportation under clauses (b) and (c) of sub-rule (1). p>
